The University of London International Programs has provided distance learning for over 150 years, with the goal of providing a university education for all those who would benefit.
I have looked in depth at the Philosophy BA, so this may vary for other courses but is a good ballpark idea.
They have a wide variety of courses, which students 'pay as you go'- paying the registration fee initially, then the registration fees and exams fees. Courses can be taken over 3 to 8 years.
The reason for the fees being so low are that all the material is self-study, support comes in the form of other students in their forums. Initially this all sounded a little wacky but several telephone calls reassured me that the material is designed in such a way that it works for self study.
There are no deadlines for work, and assessment is 100% exam based (free to take in London at their exam centres, extra fees apply to take exams locally). So much of the study is essay writing so that you can pass the exams.
